Senior Executive - Accounts Payable (Bonded Warehouse)

Job Purpose

The Surveillance Executive is responsible for continuous monitoring, protection, and control of customs-bonded cargo, containers, and premises within the CFS/ICD. The role ensures strict compliance with the Customs Act, CBIC security guidelines, AEO standards, ISPS Code, and applicable SEZ/FTWZ norms, while preventing pilferage, tampering, and unauthorized access. The position also supports customs inspections, audits, and investigations through accurate surveillance, reporting, and documentation.

 

Key Responsibilities

1. Surveillance & Monitoring (Customs-Bonded Operations)

    • Monitor 24×7 CCTV surveillance of bonded warehouses, container yards, examination areas, and stuffing/de-stuffing zones.
    • Ensure continuous surveillance of customs-controlled and restricted areas.
    • Track movement of import, export, and bonded cargo to prevent unauthorized access or diversion.
    • Observe container sealing and unsealing activities, customs examinations, and cargo handling operations.

2. Customs Compliance & Regulatory Support

  • Ensure surveillance coverage complies with customs bonding license conditions and CBIC security requirements.
  • Provide CCTV footage, surveillance logs, and reports for:
    • Customs inspections
    • Preventive checks
    • Audits and investigations
  • Support compliance with AEO, ISO, ISPS Code, and internal Standard Operating Procedures (SOPs).

3. Gate Control & Movement Verification

  • Monitor entry and exit of:
    • Containers
    • Trailers
    • Bonded cargo vehicles
    • Authorized personnel
  • Verify gate movements against customs and operational documents, including:
    • Bill of Entry (BOE)
    • Shipping Bill
    • Bond registers
    • Gate passes and Equipment Interchange Receipts (EIRs)
  • Identify and report discrepancies between physical movements and system records.

4. Incident Detection & Reporting

  • Detect and immediately report incidents such as:
    • Pilferage or cargo tampering
    • Seal discrepancies
    • Unauthorized access to bonded areas
    • Safety and security breaches
  • Prepare detailed, time-stamped incident reports supported with CCTV evidence for submission to customs authorities and management.

5. Surveillance System Management

  • Ensure proper functioning and readiness of:
    • Fixed and PTZ CCTV cameras
    • DVR/NVR systems
    • Access control systems
  • Promptly report system failures, blind spots, or downtime.
  • Ensure CCTV footage retention in accordance with customs and legal requirements.

6. Documentation & Record Management

  • Maintain accurate and up-to-date records, including:
    • Daily surveillance logs
    • Shift handover reports
    • Incident and exception registers
  • Securely archive CCTV footage related to customs cases, audits, claims, or disputes.
  • Ensure strict confidentiality and controlled access to surveillance data.

7. Coordination & Emergency Support

  • Coordinate effectively with:
    • Customs officers and preventive staff
    • Security guards and supervisors
    • Operations, yard, and warehouse teams
  • Provide surveillance and operational support during emergencies such as fire, theft, or customs alerts.

The position requires working in three rotational shifts:

    • 7:00 AM – 3:00 PM
    • 3:00 PM – 11:00 PM
    • 11:00PM – 7:00AM
